Victor Rhoder

Victor Rhoder is a longtime advocate for STEM education, workforce development, and technology-driven opportunity. He has more than 30 years of experience in business development, including analyzing, managing, and implementing advanced technology applications. Over the course of his career, he has supported K-12 simulation camps and post-secondary workforce initiatives with school districts and community colleges across the country. With experience spanning Fortune 500 companies and startups, Victor brings a practical understanding of how advanced technologies can prepare people for meaningful careers and help organizations adapt to change.

Victor currently serves as Head of Strategic Partnerships at Swytch, an AI-powered career platform focused on career transitions, while also providing fractional support for multiple technology innovators. In these roles, he connects startups, primes, and universities, a triad that helps promising technology find its market. His experience spans both commercial deal-making and government contract procurement, including SBIR and Other Transaction Authority (OTA) pathways. He is also well-versed in the compliance landscape that governs them, from DCAA accounting standards to CMMC cybersecurity requirements.

An active member of several Northern Virginia organizations, including NVTC and the Reston Chamber, Victor also serves on CBDA’s HBCU Scholarship Program Board of Directors. His current work centers on accelerating AI product and business innovation. Victor holds an M.S. in Manufacturing from Carnegie Mellon University and a B.S. in Mechanical Engineering from Cornell University.
