Arthur Antonio Abrams III, aka. Tony, serves as CEO/President over Global Change Management Group LLC., GCMG since 2018, he possesses expertise in Department of Defense, (DoD), National Intelligence and Federal civilian matters while serving in key positions such as Senior Operations Program Director, Director Counterintelligence, Senior Director Insider Threat Program Officer, National Intelligence Project Officer overseeing Billion-dollar security and administrative programs and has led and managed over 25 government agency and private sector security programs at the senior executive and operational levels. Tony led the establishment for nine (9) federal government agency personnel security adjudication and administration programs from inception to full operational compliance. In addition, he is a recognized and sought after Senior Business and Growth Development Strategist for the federal government, Private and Industrial clients providing expertise in multiple security and administrative disciplines to include Counterintelligence, Insider Threat, Personnel, Physical, Information Technology and Cyber, Operations (OPSEC), Communications Security, COMSEC, and Human Resources, Business Re-Engineering and Staff Administration.
Tony is an Air Force retired veteran and certified Department of Defense, DoD Master Instructor; he served as primary Law Enforcement Senior Instructor at the Air Force Police Academy, Virginia State Department Criminal Justice Systems, VA DCJS and Personnel Security Instructor for numerous federal government agencies and government contract companies.
Tony currently serves as acting President and Executive Board Director Capital Business Development Association, CBDA; Chair, CBDA HBCU Cyber Scholarship Program and formerly served as Board member George Washington University over Diversity and Inclusion program.
His accomplishments include three company Presidential awards, Outstanding Operations Manager award and Exemplary Performance Management award, and Aerospace Program Manager (APM) certification. He has a master’s degree, in International Studies and Research in Management, Webster University, a bachelor’s degree in criminal justice, Park University and three (3) associate degrees (Human Resources, Security Administration and Military Instructor Technology).
